RETHINK IRELAND INVITE REQUESTS TO TENDER FOR THE EVALUATION OF EQUITY
IN EDUCATION FUND
REQUEST FOR TENDER: We are seeking tenders from suitably qualified
individuals or organisations to understand and assess ?what works?
when supporting the different learner groups to progress their
education; and to build an evidence base of ?what works? for
vulnerable learners by assessing the work of the Awardees and the
educational outcomes/progression of the Awardee?s beneficiaries.
RATIONALE: We want to contribute to smart public policy that promotes
equity in education for the Fund?s target groups. It will give
evidence and voice to awardees target groups to promote their work at
policy and societal level. It will highlight the importance of
supporting marginalised young people creating a sense of belonging
within education and their communities.
OBJECTIVES OF THE EVALUATION ARE:
* Define a Impact measurement framework (Theory of Change for the
Fund) as a whole
* Work with the Awardees and other Rethink Ireland expert
consultants as necessary to create an outcomes framework/agreed
metrics per Awardee
* Collect data from Awardee organisations over a significant period

* Identify gaps in services provided for the awardees target groups
and form recommendations.
* Where possible, connect evaluation findings to policy outcomes
established in strategic plans of the Department of Children and Youth
Affairs, the Dept of Health and the Department of Education and
Skills, as well as any other relevant policy outcomes that emerge.

BACKGROUND:
Rethink Ireland works with strategic partners to create Funds that
help innovations rise to the challenges of Ireland's most pressing
social and environmental issues. To date, we have invested over

robust evidence for overcoming educational disadvantage. In addition
to cash grants, non-financial supports designed to maxisime their
impact and drive organisaitonal efficiencies are also provided to the
awardees of Rethink Ireland Funds.
The Equity in Education Fund aspires to mitigate educational
disadvantage and to positively impact some of the most vulnerable
populations in Ireland. This Fund will support approximately **Apply

educational engagement and improving formal and non formal educational
outcomes for young people from Traveller, Roma and Migrant backgrounds
as well as those experiencing rural disadvantage.
